About ClearBank Europe B.V.

ClearBank Europe B.V. (contracting legal entity ClearBank Europe N.V.) is a business-to-business clearing bank headquartered in Amsterdam, Netherlands, not a consumer crypto exchange, custodian, broker or asset manager. It is operated by ClearBank, which provides regulated banking infrastructure and real-time payments access to fintechs, banks and digital-asset platforms through an API. ClearBank states on its site that leading brands across fintech, banking, digital assets and large corporates use this infrastructure. Source: ClearBank

According to ClearBank's own announcement and contemporaneous reporting, ClearBank Europe was established in the Netherlands in September 2024 and authorised as a bank in April 2026, and it describes itself as the first Dutch credit institution to complete MiCA notification for crypto-asset services. Rather than offering retail spot trading, custody, savings, staking or card products for general crypto-assets, the reporting indicates its crypto-asset offering is limited to regulated minting and redemption of the EURC and USDC stablecoins via Circle's platform, settled over EUR/SEPA rails. On the legal point: the entity is established in the Netherlands and its competent authority for the MiCA crypto-asset regime is the Netherlands Authority for the Financial Markets (AFM). Under MiCA, its authorisation covers a defined set of crypto-asset services - reception and transmission of orders, execution of orders, and transfer services for crypto-assets. That MiCA scope does not extend to custody and administration, operating a trading platform, exchange against funds or other crypto-assets, placement, portfolio management or advice. Anyone relying on this should confirm the current scope directly with the AFM and ESMA registers, as authorisation status can change. Source: ClearBank Europe announcement

Why is ClearBank Europe B.V. licensed in Netherlands?

The Netherlands historically had one of the strictest pre-MiCA crypto frameworks, with DNB running a stand-alone Wwft register. AFM is the MiCA-designated competent authority. Bitvavo is the dominant Dutch-licensed CASP; many global exchanges previously withdrew from the Dutch market under pre-MiCA pressure. What does this mean for users of ClearBank Europe B.V. in the EU?

If you transact through ClearBank Europe B.V.'s EEA-authorised entity (ClearBank Europe N.V.), the protections introduced by MiCA apply to your relationship from onwards. In practical terms this means: client crypto-assets are ring-fenced from the exchange's own funds (Article 70 MiCA), the authorised entity holds prudential capital, has formal complaint-handling procedures, and is subject to transparency obligations on fees and order execution.
