The National Competent Authority of France is responsible for MiCA authorisation and ongoing supervision of crypto-asset service providers domiciled there.

Can an exchange authorised in France serve users in other EEA countries?

Yes. Under MiCA Article 65, an authorisation issued by the France regulator allows passporting of services across all 30 EEA member states, subject to notification.
